"Until 1950, the law authorities were the upper level of the two-tier local government system in Hungary, organised on a territorial basis. The creation and abolition of the municipalities was a legislative act. Before 1876, there were many types, the most important being the counties and the free royal towns, but there were also many areas with special freedoms in different parts of the country, such as provinces, seats, districts, etc. From 1876 onwards, however, there were only four types of jurisdiction: counties, towns with the right of jurisdiction, the capital Budapest and (until 1918) the town and district of Fiume with special status." - (en.wikipedia.org 09.03.2024)
